REQUIREMENTS: A three-year tertiary qualification (NQF level 6) in Financial Accounting or an equivalent qualification plus extensive relevant financial experience with appropriate GRAP or practical accumulated accounting experience undertaken. Audit items will be a plus. Availability to travel with a valid driver’s license. Knowledge: A candidate should have public sector experience, extensive applied knowledge of PMFA, GRAP and modified cash accounting frameworks. SAGE Financial Systems experience will be an asset. Skills: Strong communication and analytical skills (both written and verbal), computer literacy with advanced Excel skills, and good interpersonal skills. Presentation skills, planning and organization, problem solving, diplomacy, ability to work under pressure to meet tight deadlines. Strong negotiation skills.
RESPONSIBILITIES: Management of AFS accounting and disclosure of assets, accruals, operating and financial leases, prepaid expenses, commitments and retentions. Review the efficiency and effectiveness of the internal control systems in the regions in to improve the integrity of financial information. Liaise with the line function and other financial officers to obtain accurate and reliable information for financial reporting purposes on time (focusing on accrued expenses, prepaid expenses, real assets and expenses related to construction projects, commitments) . Collection of accurate financial entries for reporting purposes, including creating an audit file with backup schedules and evidence. Provide accounting technical support to line function and finance officials. Assist in the development and monitoring of the audit action plan. Updating and maintenance of the register of operating leases. Assist in tracking invoices to ensure invoices are paid within 30 days of receipt. Responsible for providing responses to audit findings, discussing technical audit issues with AGSA, and providing guidance on audit issues to function and finance units within the regions. Perform month-end procedures, including settlement of suspense accounts and financial reporting for construction project management. Empower officials with the development of financial management and GRAP accounting skills. Effective management of finance officers under the candidate’s supervision. Guarantee effective corporate governance processes and sound management of resources.
