DEPUTY DIRECTOR: PERFORMANCE MONITORING AND REPORTING REF NO: NWP/OOP/2022/25

SALARY: R744 255 per year (Level 11), (all inclusive package)

REQUIREMENTS: Bachelor’s degree/National Diploma in Public Administration/Public Management and/or equivalent qualification (NQF level and credits), 6-7 years of experience in Monitoring and Evaluation of which 3 years must be in Monitoring and Evaluation at junior management level (Deputy Manager). Driver’s license. Computer literacy. Knowledge: Public Service Knowledge Law, Public Service Regulations, Labor Relations; PFMA, Public Finance Regulations, Program Performance Information Management Framework, Government-Wide Monitoring and Evaluation System Framework, South African Statistical Quality Assessment Framework and Strategic Plan Development Framework and the Annual Performance Plan (Strategic Plans, PPP, Operating Plans and Performance Agreements). Skills: The ideal candidate must have proven strategic and leadership skills; project and program management; presentation skills, good communication skills, problem solving; report writing, change management and diversity management in a dynamic environment of transformation and reform.

FUNCTIONS: Institutionalize performance monitoring in the province. Follow-up and information on provincial performance. Develop guidelines for provincial reporting. Check with departments for reporting guidelines for entries. Develop report templates. Train Departments in report templates. Develop and
review the Monitoring and Evaluation (M&E) Framework. Provide feedback on departmental performance during the quarterly forum. Quality assurance reports in the eQPR system. Extract data from the system. Analyze and interpret data. Consolidate cluster reports (APP, provincial priorities). Attend department performance review sessions. Attend the planning sessions of the Departments. Carry out an audit of M&E skills. Develop an M&E capacity development plan. Facilitate training in collaboration with the provincial training center. Facilitate learning of M&E networks Monitoring and evaluation of capacity development programs/initiatives. Supervise human resources/staff.
