REQUIREMENTS: 3-year tertiary degree at NQF level 6 and/or equivalent degree (NQF level and credits) and PERSAL Establishment course (PERSAL Certificate(s) must be attached). 2-4 years of applicable experience in the relevant discipline, of which 1 year must be at supervisory level. Knowledge, Skills and
Competencies: Establishment Control, Human Resources Plan, planning and organization; Compilation of management reports; Prescriptions/policies: Public Service Law, Public Service Regulations. RESPONSIBILITIES: The development and maintenance of personnel information systems and ensure establishment control, Maintenance and updating of the departmental organizational structure, Development of the establishment structure and PERSAL, Alignment of the organizational structure with the budget structure, Provision of information and management of vacancies, Supervision of personnel
facility performance and reporting, vacancy rate information management. Monitoring and reporting on HR information, maintaining statistics of HR functional issues and preparing presentations, serving the DPSA website for the latest information and globalizing staff, monitoring effective use and control of human resources information systems, Establish and maintain a database of human resources information, Facilitate the analysis, packaging and dissemination of human resources information. Develop an integrated human resource plan, perform a human resource audit (workforce profile), monitor and evaluate implementation of the integrated human resource plan, perform an environmental analysis, analyze and compare the existing strategic objective of the department with the finds, Solicit input from Program Manager on revision of Human Resource Plan, Analyze input and advise accordingly, Draft Human Resource Plan, Prepare submission of full Human Resource Plan for approval, Compile Annual Report on Implementation of Human Resource Planning, Retain and maintain data through staff establishment. rendering secretariat
function and administrative support for the HR Plan Committee, Coordinate the meetings of the HR planning committee, Provide secretarial services during the meeting, Produce the minutes and Keep the records of the procedures. Compilation of the Human Resources Evaluation component, Gather relevant information from various stakeholders, Consolidate the information, Organize a committee meeting to
evaluation and capture inputs during the evaluation meeting.
